Scope of Work

• Conduct focus groups with Sudanese, Somalian and Cambodian refugee parents in Portland and with Mexican immigrant parents in Denver.
• Conduct interviews with community leaders, ECE and social services key players in Maine and Colorado.
• Conduct a thorough law and policy review.
• Design and implement surveys of ECE providers and kindergarten teachers in Maine and Colorado.
• Synthesize qualitative and quantitative data.
• Develop policy recommendations.
• Produce and disseminate final report.
